As of July 2026, West Virginia requires a state license from the Division of Labor for anyone performing HVAC work (effective January 1, 2016, under W. Va. Code 21-16 and rule 42CSR34): HVAC Technician (2,000 hours experience + exam), HVAC Residential Technician (exam), or HVAC Technician-in-Training (supervised, no exam). Businesses additionally need an HVAC-classified contractor license from the WV Contractor Licensing Board for projects of $5,000+ (residential) or $25,000+ (commercial).

Do you need a license to work as an HVAC technician in West Virginia?

West Virginia licenses HVAC technicians statewide, so one credential is valid across the whole state.

Rule 42CSR34 defines HVAC work as excluding refrigeration lines, steam lines, and hydronics. Reciprocity is discretionary: the Commissioner may license without exam applicants holding equivalent credentials from other states, and may license by work experience for applicants from states that do not license HVAC (42CSR34-15), no fixed reciprocal-state list. Exemptions include owners working on their own dwellings, manufacturing/industrial plant employees, licensed electricians/plumbers within their scope, and routine maintenance workers. EPA Section 608 certification is additionally required federally for refrigerant handling.
