The short answer
As of July 2026, Virginia licenses HVAC workers at the individual level statewide through the Board for Contractors' Tradesmen Program (DPOR): journeyman and master HVAC tradesman licenses are required to perform HVAC work, with a new lower-experience residential HVAC tradesman license available since April 1, 2025. Separately, any person contracting for work valued over $1,000 must also hold a Virginia contractor license (Class A/B/C with HVAC specialty) from the Board for Contractors.
Do you need a license to work as an HVAC technician in Virginia?
Virginia licenses HVAC technicians statewide, so one credential is valid across the whole state.
Holders of current journeyman/master credentials from other jurisdictions may qualify by endorsement/reciprocity (Certification of Licensure/Letter of Good Standing required); DPOR does not publish a fixed reciprocal-state list on the pages read. Federal EPA Section 608 certification is additionally required nationwide for anyone handling refrigerants (federal requirement, not a Virginia license).

How does the apprenticeship route work?
Completion of a Virginia registered apprenticeship is a stand-alone method of licensure for journeyman on the official application; some Virginia apprenticeship sponsors hold Board-granted exam exemptions (DPOR verifies status). Out-of-state apprenticeship completion is also accepted with documentation from that state's apprenticeship agency and sponsor.
