The short answer
As of July 2026, Wisconsin regulates HVAC at the contractor level statewide: per Wis. Admin. Code SPS 305.70, no person, entity or business may install or service HVAC equipment without a DSPS HVAC Contractor registration, and DSPS also issues the exam-based individual HVAC Qualifier certification (SPS 305.71), a business using a certified HVAC Qualifier is deemed a certified HVAC business and cannot be required to obtain local licenses (Wis. Stat. 101.178(3)(c)). There is no individual license requirement for employee technicians working for a registered contractor.
Do you need a license to work as an HVAC technician in Wisconsin?
Wisconsin licenses HVAC technicians statewide, so one credential is valid across the whole state.
The official pages read do not state that a registered HVAC contractor must employ a certified qualifier; the qualifier's documented statutory effect is exemption from local licensing (Wis. Stat. 101.178(3)(c)), some Wisconsin municipalities otherwise license HVAC locally. Exams taken on/after May 16, 2018 use the updated Commercial Building Code. Associated electrical and plumbing work requires separate Wisconsin electrical/plumbing credentials. EPA Section 608 certification is additionally required federally for refrigerant handling.

Apprenticeship-school attendance counts under the qualifier's education path: 4 years in an accredited technical/vocational/apprenticeship school HVAC-related program qualifies, alone or combined with experience years.
