California HVAC technician license requirements
The short answer
As of July 2026, California licenses HVAC at the contractor level through the Contractors State License Board (CSLB): the C-20 Warm-Air Heating, Ventilating and Air-Conditioning classification (and separately C-38 Refrigeration). The qualifying individual needs four years of journey-level (or higher) experience in the classification within the framework CSLB verifies, and must pass the Law & Business exam plus the trade exam. Licenses renew every two years; a $25,000 contractor bond is mandatory. Individual technicians are not state-licensed.
Do you need a license to work as an HVAC technician in California?
California licenses HVAC technicians statewide, so one credential is valid across the whole state.
California licenses at the contractor level only, HVAC technicians/installers employed by a licensed contractor need no individual state license, though federal EPA Section 608 certification is required for refrigerant work. A $25,000 contractor bond (and $25,000 bond of qualifying individual where applicable) is required before an active license can be issued or renewed (increased Jan. 1, 2023 by SB 607). Reciprocity with AZ, LA, MS, NV, and NC can waive the trade exam in specified classifications where scopes are fundamentally indistinguishable; the Law & Business exam is still required. Unlicensed persons may only perform work falling under the minor-work exemption threshold in B&P Code 7048. Getting a journeyman HVAC technician license in California costs $1,100 in board fees, before any training. How does the apprenticeship route work?
Completion of an apprenticeship program qualifies a person as a journeyman for experience purposes, and a Certificate of Completion of Apprenticeship from an accredited program earns up to 3 years of credit toward the 4-year experience requirement (at least 1 year must be practical experience).

California appears in 6 published reciprocal licensing agreements for this trade, covering AZ, LA, MS, NC, NV, Nevada. Boards write these as agreements between two states rather than as a one-way list, and some publish the list while their counterpart does not, so this counts every agreement naming California from either side. Recognition is never automatic: the board you apply to decides, and most require the original license to have been earned by examination and to be in good standing.
