The short answer
As of July 2026, Hawaii licenses HVAC at the contractor level only: anyone contracting for ventilating/air-conditioning work needs a C-52 Ventilating and Air Conditioning Contractor license from the Contractors License Board (DCCA Professional and Vocational Licensing Division), issued to a contracting entity or sole proprietor qualified by a Responsible Managing Employee (RME). Qualification requires 4 years of supervisory experience within the past 10 years plus a two-part Prometric exam (Business & Law + Trade). There is no state journeyman or technician license for HVAC; employees work under a licensed contractor.
Do you need a license to work as an HVAC technician in Hawaii?
Hawaii licenses HVAC technicians statewide, so one credential is valid across the whole state.
Federal EPA Section 608 refrigerant certification is required for anyone handling refrigerants regardless of Hawaii licensing. Unlicensed technicians may perform HVAC work as employees under the direction of a licensed contractor. Handyman exemption: no license needed if the total contract price is $1,000 or less and no building permit is required. Official FAQ confirms Hawaii has NO reciprocity: 'All applicants must meet the same licensing and examination requirements.' Unlike electrical and plumbing (which have journeyman/master personal licenses under HRS 448E), HVAC has no personal trade license.

How does the apprenticeship route work?
Hawaii has no state HVAC apprentice/journeyman license, so apprenticeship hours do not feed a technician credential. Trade time counts toward the C-52 license only to the extent it constitutes supervisory (on-site supervision/direction of employees) experience within the 10 years preceding application.
