The short answer
As of July 2026, Washington has no stand-alone HVAC-technician license; instead the state (L&I Electrical Program) certifies HVAC/refrigeration work through specialty electrician certificates, 06A HVAC/Refrigeration System (4,000 hours) and 06B HVAC/Refrigeration Restricted (2,000 hours), which are required for individuals wiring/servicing HVAC-R systems statewide. HVAC businesses must also register with L&I as construction contractors (bond + insurance, no exam), and some cities layer on their own mechanical licenses, Seattle requires its own journey refrigeration mechanic and refrigeration/AC contractor licenses.
Do you need a license to work as an HVAC technician in Washington?
Washington regulates this trade at the contractor level rather than licensing individual HVAC technicians.
Hybrid structure: the state certifies the electrical side of HVAC-R work (06A/06B) and registers contractors, but there is no statewide mechanical/HVAC-technician license for non-electrical work; municipalities fill that gap, e.g., Seattle SDCI requires a journey refrigeration mechanic license (Classes A/B/C by refrigerant type; 3 years journeyman-equivalent experience or trade-school/experience combinations; online exam with 70% pass; annual renewal due June 30) and a refrigeration & AC contractor license. Electrical work as a business additionally requires an electrical contractor license under RCW 19.28. EPA Section 608 certification is federally required for refrigerant handling in addition to all state credentials. L&I electrician reciprocity agreements exist for journey-level electricians but no HVAC-specific reciprocal-state list was published on pages read.

How does the apprenticeship route work?
Hours are accrued while working under an L&I electrical training certificate; apprenticeship/training program hours count toward the 4,000-hour (06A) and 2,000-hour (06B) experience requirements. Out-of-state experience is accepted with verification under WAC 296-46B-945.
