California plumber license requirements
The short answer
As of July 2026, California does not license individual plumbers (no state apprentice/journeyman/master tiers); instead, any business or person contracting for plumbing jobs must hold a C-36 Plumbing Contractor license from the Contractors State License Board. The qualifying individual must document at least four years of journeyman-level (or higher) experience in the trade and pass two CSLB exams: Law and Business plus the C-36 trade exam. Licenses are issued for two years, and trade workers may work under a licensed contractor without any individual state certification.
Do you need a license to work as a plumber in California?
California regulates this trade at the contractor level rather than licensing individual plumbers.
Hybrid/contractor-only state: journeyman plumbers are not certified by California (the state's journeyman certification program covers electricians only), and plumbing employees work under a C-36 licensee. CSLB administers both exams itself; the experience page reviewed does not state a lookback window for the 4 years. Reciprocity (current CSLB reciprocity program page) covers Arizona, Louisiana, Mississippi, Nevada, and North Carolina for specified classifications where scopes are fundamentally indistinguishable, verify C-36 appears on the partner state's reciprocal classifications list. Additional classification on an existing license: $230. C-10 electrical surcharges do not apply to C-36. No continuing education requirement appears on the CSLB pages reviewed. How does the apprenticeship route work?
There is no state apprentice registration for licensure purposes; a person who has completed an apprenticeship program is deemed a journeyman by CSLB, apprenticeship completion can be credited for up to 3 of the required 4 years of experience (at least 1 year must remain practical experience), and time worked after apprenticeship counts as journeyman-level experience toward qualifying for the C-36 license.
