Applicants must already hold a regular (Class D) New Mexico license, pass written tests at MVD to get a CDL learner's permit, complete federally required ELDT training, and pass a skills test given by an MVD-approved third-party CDL examiner. The CDL itself costs $18 for four years or $34 for eight years, and a valid out-of-state CDL can be exchanged without written tests (except hazmat, which always requires a written test, fingerprints, and a TSA background check).
